Governor Paterson urges the legislature to raise the charter school cap and make it easier for the state to pay for charter school construction. A spokesman for Assembly Speaker Sheldon Silver said he was reviewing the proposals.

Explaining his opposition to Paterson's proposed ethics commission overseeing both the executive and legislative branches, Silver said, "there is a constitutional provision of separation of powers." Of a provision mandating fuller disclosure of outside income, Silver (an attorney) told WXXI Radio it could be a violation of attorney-client privilege. "Someone might not like to find out
that their spouse consulted a matrimonial lawyer by reading it in some
newspaper," Silver said.

A police spokesman tells Streetsblog charges are unlikely in the accident that killed a bicyclist on Delancey Street earlier this week.
