CB3 Panel Offers Unenthusiastic Support For Allen Street Hotel Application

Last night, Community Board 3’s land use committee reluctantly voted to support a proposal to give developers more time to complete an Allen Street hotel project.   The 16-story hotel has been stalled for several years.  Maverick Real Estate Investors, which obtained a mortgage for the property, and the original developer, Ben Zhavian of D.A.B Group, are engaged in a long legal battle to determine ownership.   Maverick is asking the city’s Board of Standards and Appeals for an extension; Zhavian supports the application.

CB3 members were unenthusiastic about weighing in on the matter, since there’s very little appetite among locals for another hotel on the Lower East Side. But in the end, they approved a resolution offering lukewarm support for the application, since there’s little alternative but to complete the job that was started soon after the rezoning of the neighborhood in 2008.  Three board members abstained from voting, but there weren’t any “no” votes. The community board decision is not binding; it will be up to the city to make the final decision.  Zhavian suggested it could take a year or two to resolve the question of ownership.  The stalled site at 138 Allen St. is located between Delancey and Rivington streets.
