Partly cloudy with a high of 36 today. The snow begins late tonight, continuing into Friday. A lot of Lo-Down readers have been curious about that new restaurant (Pigeon Cafe) seeking a liquor license at 221 East Broadway. We’ll have an update later today on the prospects for a new dining destination on this restaurant-poor stretch of the neighborhood.
