Last night, backers of a Chinatown Business Improvement District cleared a major hurdle — winning the endorsement of Community Board 3’s economic development committee. We’ll have a complete wrap-up later today. Tonight in the neighborhood, Kenneth Jackson (the Encyclopedia of New York City) makes an appearance at the Tenement Museum.
