The bitter cold temperatures probably won’t keep many people away from the big Three Kings Day Festival on the Lower East Side tomorrow.
The annual event will be held indoors at the Clemente Soto Velez Cultural Center and the children’s theater company, Teatro Sea, is going to try to minimize any waiting outside.
