Winter 2011 continues to wallop the city. Rain turning to freezing rain this afternoon and a high of 40. It’s Groundhog Day. We’ll see if Charles G. Hogg at the Staten Island Zoo has any good news for us this morning. Meanwhile, Chinese New Year celebrations begin tomorrow. We’ll have a look at some of the festivities planned in Chinatown. Watch that ice! It’s slick out there.
