Clouds this morning, giving way to sunny skies and a high of 62 degrees. There are some important meetings in the community today. First off, the Lower Manhattan Development Corp. board meets to begin deciding how to allocate its final $200 million in 9/11 funds. Also, elected officials hold a news conference on 1st Avenue to get the word out about new rules for motorists and cyclists in the new East Village bus lanes. Tonight, Community Board 3 meets to go over proposed new rules governing the SLA Committee, the panel that reviews liquor license applications.
