Coming up on Thursday night, Community Board 3 will be looking for local feedback about Lower East Side’s budget priorities for the next fiscal year. Here’s CB3’s public notice:
This is an opportunity for organizations and residents to tell their Community Board their budget priorities.
• What programs need funding?
• What streets need repaying?
• What parks need reconstruction and programming?
• What senior centers need funding for more meals?
• Do we need more police?
Every year the Community Board submits a list of capital and expense budget priorities to city agencies. This hearing is your opportunity to present project/program requests for Board consideration for district priorities. This is how the community participates in the budget process for local needs.
If you’d like to look at CB3’s budget priorities from the 2018, click here. The number one priority, for example, was funding for the long-promised park at Pier 42. The second priority was funding construction of several blocks of the unfinished pedestrian malls on Allen and Pike streets.

Every October the Community Board votes on a list of 25 prioritized expense items and 40 prioritized capital items to recommend for allocation by city agencies in our district. Expense items are programs, salaries, supplies, small equipment. Capital budget items are large multi-year physical improvements to infrastructure: (sewers, roads, buildings), major park improvements, and major equipment (trucks). Examples of expense items can be: more police, more exterminators, maintaining senior center programs, etc. Capital items may be installing new sidewalk, reconstructing a playground or recreation center, installing cameras. Every year the Community Board consults with agencies that deliver local services by community board and then submits this prioritized list before November 1for the following fiscal year. This list is to advocate for programs and items that are not yet funded or do not have secure funding. The fiscal year runs from July 1through June 30. We are currently in Fiscal Year 2019 and submitting priorities for FY 2020.
