Community Board 3 Strengthens Ties to LES Hiring Network

An update on a story we’ve been following. Last week, Community Board 3 passed a resolution intended to make it easier for local companies to hire Lower East Side residents. For the past few years, CB3 has been working with the LES Employment Network, a collaboration among several neighborhood non-profits.

The resolution detailed new procedures meant to strengthen the network’s role in advocating for local job prospects. Among other provisions, it empowers the Employment Network to negotiate agreements with hotels and other large employers detailing commitments to hire local residents. It also establishes a reporting system, so CB3 can evaluate how well the agreements are working.

In the past, developers and other business owners have gone before CB3, promising to hire within the community in exchange for the board’s support in the city’s zoning and building approval processes. But it’s never been clear to what extent these commitments have translated into real jobs for people who live in the neighborhood.

The Employment Network is a partnership among Henry Street Settlement, University Settlement, the Chinese American Planning Council, Chinatown Manpower and Good Old Lower East Side.
