Earlier this month we noted that the woman who has run the rice noodle cart on Rutgers Street, at East Broadway, for many years would be returning to work after recovering from knee surgery. She had told a friend of The Lo-Down that the cart would be back in operation next month. Good news. Today, she’s made an early comeback. Min Xiao was doing a brisk business when we walked by a short time ago. We ordered the rice noodles and fish balls — still $3.75 and still delicious.
