Mostly sunny this morning, with clouds and rain showers moving in this afternoon and tonight. Still windy with a high of 57. Today we’ll have an update on developer Serge Hoyda’s continuing efforts to restart 180 Ludlow, one of the neighborhood’s most infamous stalled construction sites.  Also, a look at the Chinatown Working Group, which has finally approved a new leadership structure but is not exactly one big happy family. And a preview of next week’s 7th precinct Community Council meeting, which will be focusing on the controversial crackdown on the Lower East Side’s bars and clubs.
