State Assembly Speaker Sheldon Silver made a rare appearance at Community Board 3′s monthly meeting last night. In the Speaker’s remarks, he said the city has refused his request to divert revenues from Basketball City (a private facility opening on Pier 36) to an East River Esplanade maintenance fund.
Silver said he hopes the Economic Development Corp. will reconsider. In the next year, a top priority will be seeing progress in the East River Park project, he added.
Silver also noted a decision by the Masaryk Towers board to repair the crumbling sidewalk on Columbia Street. He highlighted his office’s role in getting the city to repave several streets in Chinatown. The speaker said he is looking forward to working with Andrew Cuomo, the new governor on “shared priorities.” But he emphasized that difficult choices lay ahead, since there will be at least $9 billion less to work with in next year’s budget. In the U.S., Thanksgiving is the peak day for cooking fires, 90 percent of which are caused by unattended cooking. “We all think of Thanksgiving as a time for family, good food and football, but it’s also prime time for cooking fires,” said Vikki Pryor, CEO at the American Red Cross in Greater New York. “Taking a few simple precautions can help everyone have a safe and happy holiday.”

State Assembly Speaker Sheldon Silver has come to the aid of more than a dozen residents of the Seward Park Cooperative who were having difficulty paying increased maintenance fees.
The residents all receive subsidies through the Section 8 housing assistance program to cover monthly expenses. The vouchers are administered by the New York City Housing Authority (NYCHA). Earlier this fall, neighborhood preservation organization GOLES and the Pratt Center for Community Development conducted three community meetings to learn more about what residents would like to see happen on the Seward Park redevelopment site. This morning, members of the Lower Manhattan Development Corporation board allocated $100 million for a performing arts center at the World Trade Center, $20 million for a bridge at West Thames Street in Battery Park City and $15 million for improvements at the Battery Maritime Building.
As the “ayes” rolled in and the dollars were doled out upon each vote, State Sen. Daniel Squadron sat quietly at the table, making a somewhat unprecedented personal appearance by an elected official that even Squadron characterized as a “high level of pushiness.”
He attended to champion a project that hasn’t been quite as lucky as those preceding him on the agenda: a park and recreation area at Pier 42 along the East River at Montgomery Street. The LMDC board was created eight years ago to direct the dispensation of more than $2 billion in federal funds meant to rejuvenate lower Manhattan in the wake of Sept. 11. The board is nearing the bottom of its bank account, and Squadron and other Lower East Side officials and neighborhood advocates are hoping to shake loose about $45 million for Pier 42 before the last check is written. The Board of the Lower Manhattan Development Corp. is meeting this morning to begin deciding how to use $200 million that remains from its 9/11 recovery fund. Lower East Side activists are hoping board members will be feeling the pressure from U.S. Senator Chuck Schumer, who’s calling on the LMDC to use a portion of the money to build a park and recreation area on Pier 42.
